Updates to Animals Administered a Hazardous Substance Requiring Containment SOP

Caution: upcoming changes to Hazardous Agents Administration SOPTo ensure compliance with best practice standards in animal care and use and laboratory safety, the Animals Administered a Hazardous Substance Requiring Containment Standard Operating Procedure (SOP) has been updated.

These changes affect personnel (including but not limited to) involved in the cage changing of animals, personnel involved with equipment contaminated with hazardous substances, and personnel involved in the administration of these hazardous agents to animals.

All individuals, including ULAM husbandry staff and investigative personnel, are expected to be in compliance with the new and revised procedures outlined in the updated SOP by Friday, December 15, 2017.

Investigative Personnel

Refers to Principal Investigators (PIs), laboratory personnel, and staff that administer hazardous agents to the animals and have a responsibility to inform the Unit for Laboratory Animal Medicine (ULAM) staff of any changes in their hazardous agent uses, animal numbers, animal cages or other changes that may affect personnel, and animal health or procedures within the animal room.

Note: Please provide husbandry supervisors with 72 hours advanced notice prior to placing animals into containment housing.

ULAM Personnel

Refers to the ULAM Husbandry Supervisors and Technicians that maintain health and care within the biocontainment animal room. The ULAM Supervisor ensures signage is posted appropriately and that all ULAM and investigative staff are performing procedures appropriately within the biocontainment area.

To ensure compliance with the updated SOP, ULAM personnel should:

  1. Review all key SOP changes as outlined on posters located in ULAM Break Rooms across campus,
  2. Read the SOP in its entirety, and
  3. Contact their immediate supervisor with questions or concerns about the updated SOP and any associated procedures.
PROCEDURE SUMMARY OF NEW/REVISED PROCEDURES
  Deviation from SOP  

Contact the Department of Environment, Health & Safety (EHS) for review and approval of any deviations from this SOP.

 
  Containment Housing Request Form  

All requests for containment housing must be submitted online using the Containment Housing Request Form located in eRAM.

 
  Containment and Procedure Room Binder   Infectious and chemical agent signs will be replaced with a binder in each room that contains information about infectious and/or chemical agents, Pathogen Safety Data Sheets, an SDS Location Sign, an EHS Universal Precaution Sheet, and a copy of this SOP.  
  Infectious and Chemical Water Bottles  

Water bottles from infectious hazard cages must now be placed in a wire bottle basket inside a red cloth laundry bag.

Water bottles from chemical hazard cages must be placed in a wire bottle basket insidea green cloth laundry bag.

 
  Wiping Down Cages Before Transport  

Cages being transported within the vivarium to either a procedure room or standard housing room (with prior approval) must be wiped down with a suitable disinfectant.

Lab personnel must contact EHS, their ULAM Veterinarian, and their facility’s ULAM Husbandry Supervisor if moving animals to a non-ULAM managed procedure room or if transporting large, non-rodent mammals.

 
  Storage of Hazardous Materials  

Infectious materials must not be stored in ULAM-managed areas. All other items stored in these areas must be labeled with the name of the item, PI name, expiration date, and chemical hazard sticker.

Lab personnel are responsible for checking expiration dates. Secondary containment of diets, water, and other substances containing a chemical hazard is required if items will be transported to a different location from where they are being stored.

 
  Handling Dirty Water Valves   Soiled water valves must be replaced with clean valves when new cages are placed on ventilated racks to minimize the risk of cross contamination.  
  Animal Escape Procedures  

After an escaped animal is captured, the floor must be mopped with bleach water.

If there is a loose animal that cannot be captured, alert the facility’s ULAM Husbandry Supervisor and email EHS (ehs-animalsafety@umich.edu).

 
  Donning of Personal Protective Equipment  

All Personal Protective Equipment (PPE) except for eye protection must be donned outside of the animal room when it is to be used inside.

Hair bonnets and face masks are no longer required when working with rodents.

 
  Hazardous Substance Spills  

All spills should be handled as outlined in this SOP, regardless of the size. If personnel are uncomfortable handling the spill, contact EHS (734-763-4568) for assistance.

Spills outside the Biological Safety Cabinet must be reported to EHS and the ULAM Husbandry Supervisor. Infectious agent spills are cleaned by covering the spill area with paper towel then applying fresh bleach water or Clidox, letting sit for 20 minutes, then wiping up with paper towels. 

 
  Labeling Chemical Hazard Waste Containers  

Any new containers must be labeled with all chemicals that may be present. An accumulation start date is not required on the Hazardous Waste sticker located on a reusable chemical hazard waste container.

A secondary bag for chemical hazard waste is only required if the EHS-approved waste container is located in a different room.

 
  Handling Animal Carcasses  

All animal carcasses removed from containment rooms must be contained within two sealed, leak-proof bags (new, unused gloves are acceptable “bags”) prior to removal from the animal room unless the carcass is being brought to the laboratory.

In these cases, the carcass must still be contained within two leak-proof containers; however, sealable containers other than bags can be used.

 
  Labeling Sharps Containers  

Any new containers must be labeled with the collection start date and room number.

Sharps containers that include chemicals must be labeled with a chemical hazard sticker, hazardous waste label, and the type(s) of hazards contained. Sharps containers must also have a rotor lid so that they can be closed when not in use.

 
  Handling Non-Hazardous Waste   All non-sharp, disposable materials free from hazard substance contamination should be placed in infectious waste containers located within the containment room.
