Our Leadership
Leadership of the University of Michigan Animal Care & Use Program is shared among four critical positions with the university
- The Institutional Official (IO),
- The Associate Vice President for Research – Animal Care and Use Program and Attending Veterinarian (AV),
- The Assistant Vice President for Research – Animal Compliance Oversight and Animal Care & Use Office (ACUO) Director, and
- The Institutional Animal Care & Use Committee (IACUC) Chair
These four individuals work closely together to oversee all aspects of animal research at the U-M, where they foster a culture of excellence and compassion in all aspects of their service to the U-M research community. As stewards of the Animal Care & Use Program, they are also responsible for ensuring that the program adheres to principles known as “the three Rs”:
- Reducing the number of animals used to the minimum necessary,
- Replacing animals with other options whenever possible, and
- Refining practices to ensure the most humane conditions possible.

Arthur Lupia, PhD
Institutional Official
Interim Vice President for Research and Innovation
Arthur Lupia, PhD, is Vice President for Research and Innovation at the University of Michigan and the IO for the U-M Animal Care & Use Program. Designated by the President of the University and serving as a representative of senior University administration, the IO bears ultimate responsibility for the Program, including resource planning and ensuring alignment of program goals with the institution’s mission.

Attending Veterinarian
Executive Director, Unit for Laboratory Animal Medicine
The Attending Veterinarian (AV) for the University of Michigan Animal Care & Use Program is responsible for the health and well-being of all laboratory animals used at the institution. In addition, and as part of his role as Executive Director of the Unit for Laboratory Animal Medicine (ULAM), Dr. King oversees husbandry, housing, veterinary care, and practices for utilization of animals in research programs across the main University of Michigan campus, and at both of U-M’s satellite campuses in Dearborn and Flint.

Director, Animal Care & Use Office
The Assistant Vice President for Research – Animal Program Compliance Oversight and the Director of the Animal Care & Use Office (ACUO) provides leadership and management of the oversight programs for the protection of animals involved in research at the University. In partnership with the Attending Veterinarian and the Institutional Animal Care & Use Committee, Mr. Greer leads the ACUO in fostering an environment of engagement, support, and service to the research community.

The Institutional Animal Care & Use Committee (IACUC) is comprised of at least five members representing a diverse and collectively broad spectrum of expertise and administrative units at the University as well as the community. The IACUC is responsible for assessment and oversight of the institution’s Animal Care & Use Program components and facilities, including the review and approval of animal research protocols, evaluation of animal use and housing areas, monitoring and evaluation of animal use practices, review and approval of policies and standards for animal care and use, and investigation of animal welfare concerns.
